It is a list of members that you'd like to keep an eye on. It displays on the
Community Page and your own userpage (when you are logged in), and will show you which of those users are online. It can be opened in a separate pop-up window for a quick reference. To add a user to your buddy list, go to their userpage and click on "Add to Buddy List."
